Responsible for Delivery of the Okehampton BID Business Plan
Position: Fixed term contract until September 30th, 2029
Hours of work: 4 days per week – 3 fixed days plus one flexible day to meet the needs of the role, this will include occasional evening, early morning and weekend work.
Salary: £37k Pro-rata , Contributory pension after 3-month probationary period.
Location: Okehampton based – Location to be confirmed.
This role does not have a fixed office location, however, the postholder will be required to have a physical presence in Okehampton for a minimum 3 days a week, which will include visiting local businesses, working from available hot desk facilities, and attending meetings and events etc.
Okehampton BID was created following a successful first term Ballot in the summer of 2024 and has been delivering projects since October 2024. Its first 5-year term will run until 31st September 2029.
The BID Board is looking to recruit a dynamic and charismatic individual to drive forward the BID’s delivery plan, to garner support for the BID within the local business community, and to shape the future activities of the BID through developing an understanding of local business needs.
Okehampton BID operates across a large geographical area which includes over 250 levy paying businesses split between the town centre and our industrial estates. The BID manager will need to engage with all businesses to ensure they feel included and listened to when it comes to delivering BID activities.
The successful candidate will be the visible face of the BID and oversee a broad range of projects aimed at improving the conditions in the town for levy paying businesses and organisations, including local infrastructure improvements, events delivery, and business support activities.

Business Planning, Project Management and Finance
• To lead and manage the delivery of the BID business plan. This will include the development and implementation of projects that deliver on the BID’s objectives and agreed KPI’s.
• To produce regular reports for the Board detailing the delivery of business plan objectives, the BID budget, and the status of BID-related projects.
• To ensure that individual BID projects are delivered in a timely manner, within the agreed budget and that risks are evaluated and mitigated.
• To monitor agreements with West Devon Borough Council including BID levy collection and the provision of baseline services
• To work collaboratively with BID Board members and partner organisations to develop funding bids that will bring additional money into the area and add value to BID activities
• To oversee contracts and agreements with suppliers for services provided to the BID.
Partnerships
• To be the visible face of the BID in Okehampton and to bring levy payers together to co-create and develop projects, both in the town centre and on our industrial estates
• To regularly and proactively engage with levy payers (businesses and community focused organisations) across the whole of the BID area and ensure they are aware of the work of the BID and how they can get more involved. This will include organizing 1-2-1 meetings with businesses, drop-in surgeries and business sessions, these could involve unsociable hours on occasions.
• To act as a strong, positive ambassador for the BID in interactions with strategic partners
• To ensure the BID develops positive relationships with senior representatives from levy paying organisations (e.g. business owners, managing directors, or trustees).
• To create a strong collective voice for BID levy payers and develop effective relationships with external partners including West Devon Borough Council, Devon County Council, Okehampton Town Council, The Police, local bus and rail providers and local organisations such as arts, cultural and residents’ groups.
Communications
• To oversee the development and delivery of an effective marketing and communications strategy that nurtures and grows local support for the BID, furthers the BID’s aims and objectives and engages levy payers, their employees, clients and visitors, as well as external agencies, other stakeholders and opinion formers.
To undertake any other tasks commensurate with this role.
Qualifications / Knowledge / Experience
Essential
- A strong record of managing complex projects/programmes involving a range of partners across the public, private and third sectors, delivered in a timely and cost‑effective way.
Includes monitoring and evaluating projects and their impact.
- Evidence of building strong, positive networks and partnerships with a range of stakeholders, particularly businesses.
- Experience of report writing and delivering presentations to Boards of Directors.
- Understanding of the BID mechanism.
- Knowledge and understanding of issues facing businesses and other stakeholders across the UK.
- Experience of working with media outlets to promote a product or service.
Desirable
- Project budget management experience.
- Organisational budget management experience.
- Experience of applying for external funding to maximise the value of projects.
- Experience of working with businesses in a high street and industrial estate setting.
- Experience of creating and supporting a partnership collaboration that led to project delivery or grant success.
- Experience of working with or for a BID.
- Knowledge of the business landscape of Okehampton and the wider area.
- Experience of procurement and contract management processes.
- Experience of developing and delivering marketing strategies.
